Station 04: WEV Cröbern landfill site near Leipzig: NORM disposal in practice
During the visit to the Cröbern central landfill, the group gained an insight into the strictly regulated acceptance, inspection, and safe disposal of NORM residues in compliance with waste management and radiation protection regulations, as well as the dose limit for the public.
Another highlight was the visit to the Cröbern central landfill south of Leipzig. Operated by Westsächsische Entsorgungs- und Verwertungsgesellschaft mbH (WEV), the facility complies with the legal requirements for the safe disposal of non-recyclable waste and accepts selected NORM residues in close coordination with the competent authorities of the Free State. Only materials that have been clearly assessed radiologically and meet the requirements of waste management and radiation protection legislation are accepted. The benchmark is that the additional dose to individual members of the public remains below 1 millisievert per year.
Typical NORM residues include radium-containing deposits from the oil and gas industry, filter materials from drinking water treatment, metallurgical residues, and sludges from ore processing. Until they are officially released from regulatory radiation protection control, these materials remain subject to the supervision of the competent state authority.
Before delivery, the waste producer applies for this release. The basis for this is dose assessments and the documents required under the Radiation Protection Ordinance, such as measurement records, information on the material and quantities, and a description of the planned disposal. In addition, compliance with the chemical and mechanical acceptance criteria of the Landfill Ordinance must be demonstrated. The landfill checks all documentation, carries out incoming inspections, and records masses and activities to ensure compliance with site-specific limits and the dose target before confirming acceptance. On site, the group was able to observe how NORM residues were delivered, placed, covered, and how the radiation levels in the surrounding area were monitored.
